Mobile, Landline or VoIP? Why Line Type Changes Your TCPA Risk
Oct 24, 2026 · 6 min read · TCPA Firewall Team

Most outbound teams treat a phone number as a phone number. The TCPA doesn't. The kind of line you reach changes which rules apply, how likely the call is to connect and what your reporting really means.
The main line types
- Mobile: wireless numbers assigned by a carrier like Verizon, AT&T or T-Mobile.
- Landline: traditional fixed lines, including many business numbers.
- VoIP: numbers delivered over the internet, from business phone systems to free calling apps.
- Toll-free: 8XX numbers, almost always businesses.
Why mobile numbers need extra care
The TCPA's strictest rules focus on calls and texts to mobile numbers. Calls made with an autodialer or an artificial or prerecorded voice to a mobile number generally require the called party's prior express consent — and prior express written consent when the call is telemarketing. Text messages are treated as calls for these purposes.
That means knowing which numbers on your list are mobile is the first step in applying the right consent standard.
Landlines aren't a free pass
Prerecorded telemarketing calls to residential landlines also require prior express written consent, and Do Not Call rules apply to residential numbers regardless of line type. Line type changes the details, not the need for care.
The VoIP question
VoIP numbers are the hardest to read. A VoIP number could be:
- A company's main line on a hosted phone system.
- A consumer who ported their mobile number to an internet carrier.
- A disposable number created in seconds through an app.
Because of that, VoIP is a signal to look at the lead's source and consent more closely, not an automatic yes or no.
How carrier data helps
A carrier lookup returns the carrier currently associated with the number and its line type when the record supports it. With that you can:
- Apply mobile-specific consent rules to the right numbers.
- Send VoIP-heavy lead sources for extra review.
- Group results by carrier to see where answer rates are dropping.
- Keep line type in your records as part of your screening evidence.
TCPA Firewall includes reported carrier, line type and number region in every scan at no extra charge, alongside litigator and complaint screening.
Remember
Line type is a snapshot. Numbers are ported between carriers and line types every day, so check close to the time you call.
